Which of the following most accurately describes the problem?

• The first move in what could develop into a major breakthrough in transport education was made this week by the Industrial Transport Association. It has written to the Institute of Transport suggesting that both bodies should follow the same education syllabus up to the new intermediate group of the loT. Thereafter, students would specialize.

The ITA decided on the move last Saturday when its national council met in London to discuss the Association's education policy. The letter suggests that the loT syllabus should be used by both bodies.

It is understood that students of transport are experiencing great difficulty this year in getting courses. Education authorities are demanding an enrolment of 24 candidates before they will organize a course. The joint forces of the loT and ITA are expected to produce the required number in principal industrial centres.

The ITA has advised the Institute of Road Transport Engineers and the Institute of Traffic Administration of its move and suggested that they do likewise. At the same time the ITA education officer has been instructed to contact his counterparts in the other bodies to try to take the principle of a joint syllabus a step further.

If the loT accepts this move towards closer working it could be the forerunner of much greater co-operation. Already a working party representing the Institutes and Associations has been set up to look at the possibility of greater unity. This working party is part of the fringe activity of the Transport Managers' Licence Committee. The ITA Council, however, considers that the education policy is a matter of extreme urgency and has decided to treat it separately.
