Which of the following most accurately describes the problem?

THE drastic losses on' the roads of this country' have brought about the institution of a new road-safety campaign by the Ministry of War Transport and the Ministry of Information.

In August. deaths membered 729, three less than for August, 1940, but the death roll for the second year of war is 10,000, which compares with 8,400 in the first year, and a pre-war annual average of 6,500.

Of the 18,000 who have thus lost their lives since the outbreak of hostilities, 10,000 were pedestrians, including about 2,000 children; 2,800 . were cyclists, and 2,400 motorcyclists.

The problem relates to all classes of road user, and pedestrians must, obviously, not be exonerated, because they share largely the responsibility for accidents under black-out conditions.

-The intensive .campaign will be 'continued throughout the winter.
