Which of the following most accurately describes the problem?

THE rather oddly named Panda beat car system, introduced by Lancashire Constabulary in 1966, must be giving its sponsors satisfaction for I hear that they have ordered a further 17 Ford Anglia Pandas, bringing their total fleet of this kind to 246.

On normal duty the cars carry a single policeman who keeps in contact with his HQ by means of a pocket radio. Even if it is necessary for him to leave the car, with this equipment he can still receive messages. The Pandas are operated on a 24-hour system and are claimed to have given a significant advance in crime prevention.

The Metropolitan Police commenced using the blue and white Pandas earlier this year; other forces that have taken up this system are Surrey, Fifeshire and Nottinghamshire. The Anglia Pandas are the first complete police vehicles to be produced at the Ford Halewood factory. Some of the ancillary equipment is fitted on the production lines. The lettering is also applied by a production line method that has been pioneered by Ford on Merseyside.
