Which of the following most accurately describes the problem?

BLACKWOOD-BASED Helena Morgan. trading as Right Price Removals, has lost her licence and has been indefinitely banned from holding one for using rebated red diesel. Having imposed the ban, Welsh Traffic Commissioner David Dixon refused an application for a fresh licence by Morgan and her husband Stewart Morgan. trading in the same name, when they failed to appear before him at a Cardiff public inquiry.

The company had also had a serious uncleared prohibition which, according to vehicle examiner Douglas Goff, was issued to a vehicle at the Duffryn Industrial Park in October of last year.

He had since attempted to contact the Morgans without success. On several occasions the vehicle was seen in a locked compound but access was impossible and no one was available to open the gate. There were grave concerns as the prohibition had not been cleared and the vehicle was taxed to the end of May.

Traffic examiner Robert Hoskin told the inquiry that the registered keeper of the vehicle was Stewart Morgan. It had been confiscated by Customs & Excise officers after rebated red diesel was discovered in its fuel tank. The driver had said that he was employed for that day only.
