Which of the following most accurately describes the problem?

• An MP has tabled a bill to freeze tolls on the Severn Bridge at the level they were at in January 1994.

Newport Labour member Roy Hughes introduced the bill to amend the Severn Bridges Act 1992 under the "10-minute rule" in the House of Commons last week. He wants the Government to write off the remaining £120m debt on the existing bridge which is due to be paid off in 2006.

Hughes admits the proposal is unlikely to get very far, but he says he wants to raise the political profile of steep toll price rises on the bridge.
