TRANSFERS of low-loading vehicles I from C to B licence at the expense of established low-loader operators was adding insult to injury, said Mr. T. H. CampbellWardlaw, on Tuesday. He represented Sunter Bros. Ltd., Pickfords Ltd. and others, who appealed against the grant by the Yorkshire deputy Licensing Authority of a 12-ton low-loader to Baynards (Excavations) Ltd., of Helperby, Yorks. Mr. H. G. Hall appeared for the respondents. The Tribunal reserved its decision.

Mr. Campbell-Wardlaw said the Yorkshire deputy LA had granted the low-loader in place of two other vehicles, and the conditions authorized carriage of road construction and other items of machinery within 60 miles of York.

In effect, said Mr. Wardlaw, the respondent's case was that their newly-acquired low-loader had some spare capacity and could usefully do occasional jobs for other roadworks contractors. But there was no evidence that the supporters of the bid had experienced any real difficulties.

Mr. Hall said he had adduced the Tribunal decisions in the related cases of Gavin Wilkie and Watson Plant Hire to the deputy LA in the lower court, and he still felt these cases were relevant. The availability of the objectors was slight, and there was considerable potential in the area if Baynards could fit in odd jobs for other contractors when the vehicle was not needed for their own plant movements.

The big low-loader hauliers, he went on, were not very interested in the shortdistance movements of road making plant needing urgent repair or rapid conveyance to another site, and Baynards' driver could save time and money by driving the earth mover on and off the low-loader.
