Which of the following most accurately describes the problem?

MHE Corporation of Belfast has confirmed, with _L apparent—but only apparent—unanimity a series of serio-comic by-laws, which are likely to drive all private enterprise buses off the streets of the city and to perpetuate the obsolescent tramway system for an indefinite period. But the proposed by-laws must first run the gauntlet of civic opinion, which, if the widespread patronage of the buses and the current criticism of the trams mean anything, is dead against them ; they must then face the music of a public inquiry, and they must finally submit to the post mortem decision of the Ministry of Home Affairs. "Coming events" (such as general elections) "cast their shadows before."

The Proposed By-Laws.

It is seriously proposed that the minimum fare in the case of non-municipal public vehicles shall be fourpence for even the shortest run within the city D26

boundaries ; that such vehicles shall be completely excluded from the whole of the central city area; that the maximum fare for such vehicles for each mile or portion of a mile within a distance of 10 miles outside the city boundaries shall be twopence; that passengers shall board such vehicles only at the appointed stands; and that a charge of threepence per half-hour shall be levied on such vehicles for the use of those stands. Comment is superfluous and defies parliamentary language.

Official Propaganda.

A proposal, made by one of the City Fathers and cordially blessed by the Lord Mayor, was carried in favour of enlightening the citizens about the real meaning of the helpful nature of these by-laws. Misrepresentation on the part of the Press and of interested parties was strongly deprecated, but the recent plebiscite suggests that ignorance will reign.
