Which of the following most accurately describes the problem?

FAR from opposing the shift the balance of tax away from lighter vehicles (CM Decem 20) the NFC has long advoca it. In written evidence to Armitage inquiry the NFC SE "The contribution to road cc made by individual categorie: commercial vehicle would fairer if taxes were increased the heaviest vehicles and duced on lighter vehicle ci gories. We do not agree that overall level of taxation on n freight transport should be creased."

Also, we are not "anc about the proposed £800 crease in tax on the heav vehicles, but simply t convinced by the suppor track costs argument for 1 figure.

But overall we see the ret of Sir Arthur Armitage and colleagues as a unique oppo nity for both economic and e ronmental progress.
