Which of the following most accurately describes the problem?

SPEAKERS at the London conference on urban motorways, to be held from September 17-20, have been announced by the British Road Federation. On September 18, Dr. W. H. Glanville, director of Road Research, and Mr. J. F. A. Baker, chief engineer (roads), Ministry of Transport, will present a paper entitled " Urban Motorways in Great Britain?", and M. le Cosquino de Bussy, will lecture on the need for urban motorways. The economic justification for urban motorways will be explained by Mr. Arthur S. Hodgkiss, assistant general manager, Triborough Bridge and Tunnel Authority, New York, and Dr. Max Feuchtinger, German traffic consultant, will describe design aspects on September 19.
