Which of the following most accurately describes the problem?

ANX1ETY which is being felt by some ancillary users in the north over a questionnaire sent by the local fuel-rationing officer of the Ministry of Transport to C-licence holders, appears to be unnecessary. It has been thought that the object of the questionnaire might be to provide a weapon with which to restrict the activities of

C-I icensees. • A more likely aim is to supply the necessary information for the Ministry's monthly analysis of C-licence fleets, which was originally undertaken at the request of the Traders' Road Transport Association.

The questionnaire reads: " Reference vehicles recently acquired by you. and authorized under a C carrier's licence, please furnish the following informstion;—(1) The nature of the goods to be carried. (2) The area normally covered. (3) Is the vehicle required for the carriage of goods for (a) a new business being commenced. or (h) expansion of existing business? (4) If (h), how was the work previously done? (5) If the work was previously done by other, means for transport, please state the nature of that transport and the reason for the change-over to your own transport."

It is understood from Mr. F. Milton, Northern Area secretary of the Traders' Road Transport Association, that the Ministry of Transport refuses to give any reason for issuing the questionnaire.

The third, fourth and fifth questions have caused some local operators to fear that replies might be collated and be made available if restriction on the activities of ancillary users were again contemplated.
