Which of the following most accurately describes the problem?

12 OLLO WING ra conference between the two authorities, Merthyr Corporation has received a suggestion from Cardiff City Council that a scheme of interavailability of tickets be devised between the two councils' bus services and the service of the Rhondda Tramways Co., Ltd., on the Merthyr-Cardiff route, as directed by the Ministry of Transport, subject to the company giving protection to the councils' service in their own areas. Cardiff Council suggested in letters to the Ministry of Transport, Merthyr Corporation and the Rhondda Tramways Co.. Ltd., that the company should give protection by charging minimum fares of is. and is. 2d. for single and rbturn tickets, respectively, in Merthyr area, and 2id. and 5d., respectively, in Cardiff area.

The Merthyr Council, however, has resolved to disagree with this suggestion and to intimate that under no condition can it entertain the company plying -in Merthyr. The council is endeavouring, through Merthyr and Cardiff members of Parliament, to arrange a conference with the Ministry at which the whole

question can be thrashed out. • The matter was fully dealt with in our issue dated January 20th, and it will be recalled that the Ministry order was that equal running rights with the corporation were to be granted to the company, which means equal plying rights on the Cardiff-Merthyr route and in Merthyr, and interavailability of tickets between the municipal and private services.

Other news from South Wales this week relates to the question of the policy of Swansea Corporation in the matter of bus-licences, which was raised at the quarterly meeting of the Carmarthenshire County Council, when resolutions condemning the Swansea Policy with regard to new bus services were passed.

The resolutions were as follow :To call the attention of the new traffic commissioners for South Wales to the very strong feeling that Owners not domi ciled in Swansea were unfairly treated, in the matter of bus licences, by Swansea Corporation, which gave undue preference to Swansea operators ; to call attention to the specific refusals of licences and to ask the Ministry of Transport to hold an,. inquiry into the whole matter.

The Glamorganshire Main Roads and Bridges Committee some months ago decided to support owners, who were refused sanctions by Swansea Corporation, in their appeals td-3'the Ministry, on the ground that there '''-was frequent complaint of unfair treatment.

Swansea Corporation contends that the unusual difficulty of providing routes and termini in Swansea, because of Swansea's narrow streets and the alreadY great volume of bus traffic, makes it imperative that great restraiut should be exercised in the issue of licences.

The Swansea Corporation watch committee has discussed the matter of the difficulty experienced with bus termini and a special committee has been deputed to attend to the issues raised by various complainants.
