Which of the following most accurately describes the problem?

• The Freight Transport Association's two-tier structure of 46 areas and eight divisions is to be streamlined into a single tier of 24 new divisions next April if an autumn extraodinary general meeting approves a national council agreement.

Other features of the plan are greater involvement of members "at the grass roots" by giving the new divisions direct representation on the national council; the creation of five strengthened regional offices which will improve service to members; a strengthened and re-organized national council to concentrate exclusively on transport matters, and a new national executive board responsible for the administration of the Association.

The 24 proposed divisions will be:- o North of Scotland; Glasgow and West Scotland; Edinburgh and East Scotland; North East including North Yorkshire; Cumberland, Westmorland and North Lancashire; Manchester and East Lancashire, part Cheshire, and North Derbyshire; Merseyside and North Wales; Yorkshire South and West; Humberside; Nottinghamshire, and South and Central Derbyshire; El Leicestershire, Rutland and Northamptonshire; Warwickshire; Staffordshire and South Cheshire; Mid Wales, Worcestershire, Herefordshire and Shropshire; South Wales and Monmouthshire; Gloucester, Wilts, Somerset and part Dorset; Devon and Cornwall; East Anglia; O Greater London; Chilterns; Thames Valley; Hampshire and part Dorset; Surrey, Kent and Sussex; Lincolnshire and Soke of Peterborough.
